Established in 2025, the Greater Dundalk CDO is a nonprofit 501 c-3 organization dedicated to helping improve neighborhoods, support and empower Dundalk residents, and acquire funding for important local projects. We are a group of local community leaders, business owners and residents with a love for Dundalk and a passion for bringing people together.

Cary Quintana
Cary is a 20 year resident of the Dundalk area moving up from PG county with his wife in 2006. Over the years they have been active in the area even opening two shops in the historic Dundalk Shopping center. Cary is a Senior Network Engineer after 27 years in the field while also owning and running a classic game shop.

Tangiela Bently
Tangiela moved to the Dundalk area in 2021 and has been very happy with the transition. She is very active with several organizations within the Turner Station community, which include but are not limited to the Turner Station Conservation Team (TSCT) as well as Neighborhood Companions,Inc. As a licensed graduate professional counselor (LGPC) Tangiela’s focus is bridging the gap with individuals and their mental health needs in a holistic manner. Tangiela would love to see GDCDO revitalize the Dundalk area, especially Turner Station so every individual can have a better quality of life as it relates to health, finances, and the environment. In her spare time Tangiela engages in traveling, reading books, watching her favorite television series, and spending time with loved ones.

Barbara Bustard
Barbara is a lifelong resident of Dundalk and currently lives in the house she grew up in which her parents purchased when it was built. No other family has owned or lived in this house! She attended Dundalk Elementary School, Dundalk Jr. High, Dundalk Senior High and Dundalk Community College. In years past, Barbara served on the Board of The Dundalk Woman’s Club, the Vestry at St. George’s and St. Matthew’s Episcopal Church, the PTA of Dundalk Middle School. She was a substitute teacher at Dundalk Elementary School, and Dundalk Middle School, volunteered in the early days of The Heritage Fair, participated in the Dundalk Art Show and walked many years in the Fourth of July Parade as a Rainbow Girl. You may know her as Art with Ms. Barbara from The Dundalk Art School and many paint nights held at Poplar Inn as well as fundraisers at local schools. You might also know her from my View from the Catio facebook group or, Mud to Art-The Clay Room. Barbara loves Dundalk! Through working with the Greater Dundalk Community Development Organization, she hopes to help make Dundalk a beautiful, thriving, welcoming community in which to live, shop, work and play, and which provides cultural, recreational, and community experiences for residents and visitors.

Gloria Nelson
Gloria E. Nelson is a retired administrator who worked at the Maryland State Department of Human Resources as Manager of Staff Development in the Office of Human Resources and Training. She served 43 years of distinguished service with the State of Maryland and possesses an extensive background in human services recruitment and training. Additionally, she has been recognized for her expertise in the design, development, and delivery of human resources programs. A community leader and activist with a strong commitment to the community of Turner Station. She has been affiliated with the Turner Station Conservation Teams, Inc since its conception in 2001, current President. She continues to work hard toward the revitalization of the community while educating residents. Other affiliations include: Baltimore County Community College(CCBC) Trustee Emeritus, Past President of Turner Station Recreation Council member, Dunbar Brooks Education Foundation Board member, Fleming Senior Center member, Maryland Food Bank Coordinator, Precinct 12 Community Police Alliance Board member, Fleming Park Project, Baltimore County NeighborSpace, Witness Tree Project, Greater Baltimore Wildness Coalition, Chestnut Park Project, Maryland Port Administration DMMP Citizens Advisory Committee and Trade Point Atlantic Community Advisory Board. 
 She has become a strong activist for environmental justice issues impacting the community while working closely with Baltimore County Government Agencies, The Nature Conservancy, Environmental Protection Agency, Maryland Department Environment, Johns Hopkins University School of Public Health (CHAMED) and the Maryland Institute for Applied Environmental Health, University of Maryland School of Public Health. Gloria’s selfless voluntarism and leadership skills have earned her numerous awards over the years. Gloria has a love for books and enjoys spending time with family and friends. She believes in giving back!

Paul Rosenberger
Paul has spent most of his life in the Dundalk community, and he advocates for it. He’s been on numerous local non-profit boards, most recently the GDCDO and the Heritage Association. He’s served as both editor and general manager of the Dundalk Eagle newspaper, and for 15 years, he’s organized the annual Dundalk Heritage 6K, as well as other races that benefit Dundalk. The Dundalk Optimists chose him as the 2019 Citizen of the Year. Paul works as a consultant in conjunction with the University of Maryland’s Center for Environmental Science. And everyone in his life who’s supposed to love him still does. So, that’s a pretty good sign.

Shyanne Wells
Shyanne is a lifelong resident of Dundalk and a community leader in the Norwood-Holabird neighborhood. With a background in urban forestry and a desire to help bridge the gap between people and nature, she hopes to help create a greener, cleaner and healthier Dundalk for all. In her free time Shyanne enjoys exploring new places, playing games with friends, and spending time with her family
